NAPCORE – National Access Point Coordination Organisation for Europe

The main objective of the project is to strengthen the national access points (NAPs) as the basis for the digital ITS infrastructure. In addition, the harmonization and implementation of European requirements will be coordinated across Europe.

National Access Points (NAPs) and National Bodies (NBs) face similar challenges within the European Union. Common, pan-European solutions are needed, especially to cope with future demands in the area of data collection and exchange.

Against this background, the European project NAPCORE was launched with the participation of all European states. The aim of NAPCORE is the harmonisation of NAPs and NBs in Europe - the joint elaboration of Europe-wide mechanisms for the coordinated development or further development of NAPs and the conformity assessment by NBs.

The aim is to establish a long-term and forward-looking governance structure to improve the provision of ITS data through NAPs, as well as the interoperability and quality of services based on these data.

NAPCORE supports the implementation of the delegated regulations under the ITS Directive (2010/40/EU) to ensure that infrastructure, safety, traffic and travel data are made available to users, such as transport authorities or service providers, in a non-discriminatory way through NAPs.

Both public and private stakeholders will benefit from the project. By increasing digitisation and supporting new sustainable mobility services, the project will also contribute to the Common European Mobility Data Space and the objectives of the European Green Deal.

NAPCORE is co-funded by the Connecting Europe Facility (CEF) of the European Union. The project start date was 1 April 2021 and the expected project end date is 31 December 2024.

Partners

The project partners represent all 27 member states of the European Union as well as Norway and Switzerland. In addition, four organizations (HE, ERTICO, ITxPT and UITP) are involved in NAPCORE.
