Step 1: Identification of relevant data
Prior to submitting a self-declaration, road authorities/road operators can get in touch with the ITS contact point to clarify if they are collecting or updating any data, affected by the Delegated Regulation (EU) 2015/962. The relevant datasets, sorted in three categories, are listed in the Annex of the Delegated Regulation.
Step 2: Provide the relevant data through the national access point (www.mobilitydata.gv.at)
Data, referred to in the Annex of the Delegated Regulation (EU) 2015/962, and the corresponding metadata, collected or updated by road authorities/road operators shall be accessible though the national access point (www.mobilitydata.gv.at).
Step 3: Fill in the self-declaration form and collect all required annex information
Please refer to the download area to obtain the self-declaration form for road authorities/road operators. The form must be filled in completely and truthfully and must be signed by an authorised signatory. The format of the information for the required Annexes, listed on the form, can be selected individually.
Step 4: Submit the filled-in self-declaration, incl. Annexes

Road authorities/road operators have to provide their collected and/or updated datasets, belonging to data categories 1-3, as meta-data-entry through the national access point (www.mobilitydata.gv.at). Digital map producers and service providers shall have access to the data to (re-)use it for the development of their services/products. Road authorities/road operators update all provided datasets regularly.

The organisation is affected, if it uses or updates data, which is listed in the Annex of the Delegated Regulation, provided by road authorities or road operators, for developing a real-time traffic information service or any other product/service. An organisation is excluded, if it acts as mere conveyer of information.

Digital map producers, using static road data, shall collaborate with road authorities/road operators/service providers in order to ensure that any inaccuracies are signalled without delay. They shall ensure that data updates are processed in a timely manner to make the information accessible without delay.
Service providers, using datasets of data categories 1-3, shall collaborate with road authorities/road operators in order to ensure that any inaccuracies are signalled without delay. Moreover, they shall take into account, as far as possible, any traffic circulation plans or any temporary traffic management measures taken by the competent authorities. Service providers shall ensure that relevant data is regularly updated and process any updates in a timely manner in order to make the information accessible without delay.
Road authorities, road operators, digital map producers and service providers declare, to comply with the requirements set out in the Articles 3 to 10 of the Delegated Regulation (EU) 2015/962. For the assessment of compliance by the ITS contact point the following documents are required:
a. an evidence-based declaration of compliance with the requirements set out in Articles 3 to 10 (Self-declaration form);
b. a description of the road and traffic data, digital map or real-time traffic information services provided, as well as the information on the quality thereof and the conditions of re-use of these data (Annexes to the Self-declaration form).
According to the Annex of the Delegated Regulation (EU) 2015/962 the following datasets are relevant:
1. The types of the static road data include in particular:
(a) road network links and their physical attributes, such as: geometry; road width; number of lanes; gradients; junctions;
(b) road classification;
(c) traffic signs reflecting traffic regulations and identifying dangers, such as: access conditions for tunnels; access conditions for bridges; permanent access restrictions; other traffic regulations;
(d) speed limits;
(e) traffic circulation plans;
(f) freight delivery regulations;
(g) location of tolling stations;
(h) identification of tolled roads, applicable fixed road user charges and available payment methods;
(i) location of parking places and service areas;
(j) location of charging points for electric vehicles and the conditions for their use;
(k) location of compressed natural gas, liquefied natural gas, liquefied petroleum gas stations;
(l) location of public transport stops and interchange points;
(m) location of delivery areas.
2. The types of the dynamic road status data include in particular:
(a) road closures;
(b) lane closures;
(c) bridge closures;
(d) overtaking bans on heavy goods vehicles;
(e) roadworks;
(f) accidents and incidents;
(g) dynamic speed limits;
(h) direction of travel on reversible lanes;
(i) poor road conditions;
(j) temporary traffic management measures;
(k) variable road user charges and available payment methods;
(l) availability of parking places;
(m) availability of delivery areas;
(n) cost of parking;
(o) availability of charging points for electric vehicles;
(p) weather conditions affecting road surface and visibility.
3. The types of the traffic data include in particular:
(a) traffic volume;
(b) speed;
(c) location and length of traffic queues;
(d) travel times;
(e) waiting time at border crossings to non-EU Member States.
