Declaration process for compliance with Delegated Regulation (EU) 2017/1926 - Provision of EU-wide multimodal travel information services

 

 

Actors subject of the Delegated Regulation (EU) 2017/1926

Which stakeholders are affected by the Delegated Regulation (EU) 2017/1926?

  • ‘transport authority’ means any public authority responsible for the traffic management or the planning, control or management of a given transport network or transport service, or both, falling within its territorial competence
  • ‘transport operator’ means any public or private entity that is responsible for the maintenance and management of the transport service;
  • ‘transport on demand service provider’ means any public or private provider of transport on demand service to end users;
  • ‘travel information service provider’ means any public or private provider of at least one travel and traffic information, to data users and end users, excluding a mere converter of information;
  • ‘infrastructure managers‘ (no definition available in the Delegated Regulation)
  • Any other legal person, public or private entity who has the right to grant access to or to share the data under its control, listed in the Annex, in accordance with applicable Union or national law.

In the Delegated Regulation (EU) 2017/1926, the stakeholders are divided into two relevant actor categories: data holders and travel information service provider

  • ‘data holder’ means any legal person, public or private entity, such as transport authorities, transport operators, infrastructure managers or transport on demand service providers, who has the right to grant access to or to share the data under its control, listed in the Annex, in accordance with applicable Union or national law;
  • ‘travel information service provider’ means any public or private provider of at least one travel and traffic information, to data users and end users, excluding a mere converter of information;

Attention: Actors can, depending on their obligations, take on one or more roles at the same time. This always depends on the respective actor and must be examined on a case-by-case basis.

Data holder:

Actors, which grant access to or share data, must submit a self-declaration and register at the National Access Point as well as provide a description of their data in accordance with the Delegated Regulation.

Timeline

  • By 1 December 2025 for static, historic and observed data on Level of Service 1.4
  • By 1 December 2025 for dynamic data on Level of Service 2.1 for the comprehensive TEN-T network
  • By 1 December 2026 for dynamic data on Level of Service 2.2 for the comprehensive TEN-T network
  • By 1 December 2028 for dynamic data on Level of Service 2.1 and 2.2 for other parts of the Union transport network
  • All other levels of service are already mandatory to provide
