ITS Working Groups

One objective of the ITS working groups convened in 2022 was to actively contribute to achieving the goals of the BMK's Mobility Master Plan 2030. The following four ITS working groups were established by ITS Austria for this purpose:

ITS Working Group on a Mobility Data Strategy (WG1)

Mobility-related data and information derived from it are an indispensable basis for fair and transparent design of the mobility system that is in line with the needs of society and the environment. The work of the ITS working group has created an overview of existing and future available data from all areas of the mobility system based on a selection of exemplary applications (use cases). The use cases serve to focus on concrete areas of application of mobility data that already exist or are foreseeable in the near future. Based on this synopsis, the accessibility, availability, application possibilities and limitations of the existing data in the mobility system were analysed. From this analysis, a first proposal for a mobility data strategy was developed, how mobility data can be optimally used in the future by all actors of the mobility system for the tasks of operating the mobility system, planning mobility offers and monitoring the effectiveness of measures taken.

ITS Working Group on Legal Aspects of Digitalisation in Mobility (WG2)

Digitalisation is seen as a driver of the transformation of the mobility system. On the one hand, new technological developments offer opportunities to digitally handle or redesign established processes, e.g. in administration. On the other hand, the use of this possibility raises legal questions that need to be clarified in order to create legal certainty in the transition phase. New requirements from the European Commission, such as the Data Governance Act, or the revision and reorientation of existing requirements, such as the ITS Directive (2010/40/EU), must be taken into account. However, the focus was on existing national facts and legal matters and how these can be shaped in the future in order to advance the digital transformation in the entire mobility system and enable sustainable mobility. Within the framework of the ITS working group, the existing national and European legal framework was used to analyse which legal regulations (e.g. in road transport) need to be adapted through the application of digitalisation or a new legal framework needs to be created.

ITS Working Group on Integrated Mobility Management (including Traffic Management) (WG3)

Integrated mobility management coordinates different information services in order to integrate mobility solutions into the overall system in such a way that they make sense for the users. The mobility behaviour in the overall system should be controlled in a sustainable, safe and efficient way. In doing so, it is necessary to consider both the overall transport system and individual use cases for vehicles, infrastructure operators and service operators. Of particular importance is a mobility and event management that goes beyond individual traffic modes along corridors or in integrated traffic nodes, with the aim of networking public transport, private transport, new solutions such as last mile shuttles at a node with corresponding traffic control, e.g. city entrances. The first step is to go beyond transport networks and to work together across operators (e.g. high-ranking - low-ranking, regional - urban, public transport - IV, active mobility across federal states). The developments in the area of automated mobility show a particular need for cross-operator traffic management, including the control of automated fleets, e.g. in the area of freight transport. New mobility services based on automated vehicles open up new possibilities, such as covering the last mile for public transport or flexibility for travellers. Traffic management and control measures are a key element to integrate cooperative, connected and automated (CCAM) vehicles and new mobility services into the transport system in a way that supports environmental, safety and efficiency objectives. The ITS working group therefore developed measures to integrate CCAM and other new services into the existing mobility system.

ITS Working Group on Enabling Integrated Mobility Services

Many changes are enabled by a variety of new mobility technologies and services, which increasingly pose new challenges to existing mobility systems. One of the biggest challenges is the harmonisation and integration of these new, often isolated services into the existing overall mobility system. However, the majority of new technical solutions and services only offer a correspondingly large added value if the solutions and services are integrated into the mobility system in a systematic and coordinated manner. This enables seamless use across providers, modes and regions. Within the framework of the ITS working group, a common picture and understanding of the individual actors regarding integrated mobility services in a multimodal mobility system in Austria was elaborated. On the one hand, the technical aspects of the various mobility services were discussed, but on the other hand, organisational and collaborative structures were also examined. The focus was not on the establishment and operation of a central national MaaS infrastructure, but on the digital elements needed for service provision.
